According to the statement made by the General Directorate of Highway Regulation of the Ministry of Transport and Infrastructure: 2020 transitional documents to be used by turkish vehicles will be issued according to the following description;

1- 3000 standardized transit documents will be put into service for transit transports through Azerbaijan.
2- 5,000 standardized transit documents will be put into service for the transportation to Georgia and transportation from another country while passing transit from Georgia. You can use these 5000 uniform documents as the second document for the transports
